How do we raise young people who can withstand risk before it becomes crime?
Young people today grow up amid opportunity and complexity in equal measure. Cybercrime, online gambling, misinformation, exploitation, violence, social pressure, and rapid technological change are reshaping the risks they face. Preventing youth crime has therefore grown into a wider task than enforcement, and it is central to the generation Indonesia is counting on for 2045.
This book takes youth resilience as a new lens for prevention. It moves the goal from compliance and programme attendance towards the capacities young people need to meet adversity, adapt to change, hold on to positive values, and contribute to society.
Drawing on research, policy analysis, international experience, and practice in Indonesia, it asks a pointed question: are we measuring how many young people attend programmes, or what those young people are becoming capable of?
Bringing together criminology, youth development, policing, public policy, and resilience research, the book traces a shift in purpose, from preventing youth crime, to reducing youth vulnerability, to strengthening protective capacities, to raising resilient and prosocial young people.
Its central proposition is simple: youth resilience cannot be built by one institution alone. Families, schools, communities, governments, civil society, and the police each hold part of an ecosystem in which young people can avoid harm and thrive as change accelerates. This book is an invitation to rethink prevention as the work of building the human and social capacities that will carry Indonesia’s next generation towards 2045.
